I suppose that any of the characters I've created as PCs would also work as NPCs and even as villains. But I've got a villainess and a goddess that are also currently homeless, so I figured I'd share in case they worked for someone else. I've tried to keep them as generic as possible.

Malia: High-level and fabulously wealthy magic user. Retired from the adventuring life years ago, and made a pact with a local baron. She built her tower within the boundaries of his realm, and has pledged to lend her aid whenever the lands are attacked. In return, every boy that reaches marriage age within the barony must spend two years in her tower as one of her servants, cooking and cleaning and giving her backrubs (and possibly more if the mood strikes her). The boys are treated very well unless they disobey - Malia is very fond of her comforts and wouldn't abide *any* portion of her tower being less than luxurious. And Malia is a powerful enough magician that her assistance has allowed the barony to defend itself from armies five times larger. Slavery is not usually tolerated or even known among civilized peoples in the realm, but the baron gladly chose to turn a blind eye here.

Kuth: the goddess who shaped the landmasses. She has to work in such a large scale because she is very nearsighted. One time she opened up a canyon and swallowed up three villages because she simply did not see them. She was properly remorseful, and has done very little since, but one side effect has been that every town which can afford it builds a building no smaller than 150x150 and three stories tall, and paints the roof bright red, in hopes that Kuth will notice them next time she wants to change something.
